Downtime during scaling deployment to a high availability overcloud

Issue

A scaling operation has been tested on an overcloud by adding a ceph node. The scaling operation is like running the deployment command again with additional information about the node to add. It has been noticed that this operation disables the openstack-keystone service, which results in a downtime which should not happen on a high availability environment.
