Issue

• Openstack setup consists of a single controller and 3 compute nodes. Created a vm on one of these nodes(compute node 2). Whenever migrating an instance using the nova migrate , I see that the instance is migrated only between compute node 1 & compute node 2. It has never migrated to compute node 3.
• No shared storage is configured for instances hence doing the offline migration using nova migrate <instance uuid> command.
• Why offline migration is trying to migrate the instance to compute node on which nova-compute service is disabled from controller node despite of having other compute node which is available for migration ?
