[Sat6] Tomcat/candlepin consumes much CPU and memory due to looping `virt-who`

Issue

virt-who tries to submit updates to the VM to hypervisor associations, but receives "500 Internal Server Error" from candlepin / tomcat. Reviewing the logs shows that candlepin throws "500 Internal Server Error" due to virt-who reporting a guest with a NULL guestId. When virt-who receives this error it retries the submission repeatedly causing the loading issue on candlepin / tomcat
