pcs status reports keystone-clone and stonith services as stopped

Issue

• Pacemaker clustering is broken on the controllers. Only the the following resources seem to work:

pcs resource restart rabbitmq-server-clone
pcs resource restart haproxy-clone
pcs resource restart heat-api-cfn-clone
pcs resource restart heat-api-cloudwatch-clone

• Need to work through the issues with this so we can start and stop the environment properly (or restart components without service interruptions.
