How does the urw-fonts rpm miss the required field in spec file for xorg-x11-font-utils Package?

Issue

The mkfontscale, mkfontdir & fontconfig can not run in postinstall script of urw-fonts rpm.
It should be added in the urw-fonts.spec
While installing the urw-fonts there will be no mkfontscale available and hence no /usr/share/fonts/default/Type1/fonts.dir will be created
Every time the Packages xorg-x11-font-utils installed earlier and needs to explicitly install urw-fonts
