When a system is set up to use a non-US locale (for example de_DE, fr_FR, etc) the pulp-puppet-module-builder fails.

Red Hat Satellite 6
pulp-puppet-tools <= 2.6.0.17-1
Red Hat Enterprise Linux 6 or Red Hat Enterprise Linux 7, configured with non-US locale (de_DE, and others)
