[Satellite6] after updating candlepin.conf or gutterball.conf, katello-installer failed

Issue

• updating /etc/candlepin/candlepin.conf or /etc/gutterball/gutterball.conf
• running katello-installer (with whatever options) fails with error "Failed to call refresh: /usr/bin/createdb --port='5432' --owner='postgres' --template=template0 --encoding 'utf8' --locale=en_US.utf8 'gutterball' returned 1 instead of one of [0]"
