eth kernel device priority between rhel 5 & rhel 6 on dual/quad port network devices

Issue

Installed RHEL 6 and configured networking and patch cables accordingly. Re-installed RHEL 5 onto the same machine with the same IP/dev allocation and not able to ping network peers. This problem is also relevant to configuring networking/patching on RHEL 5 and reinstalling/upgrading to RHEL 6.
