What's the purpose of /etc/xinetd.d/rsync-galera and /etc/rsync-galera.conf on first controller provisioned by rhel-osp-installer ?

Issue

HA configuration with 3 node controller in RHOSP6(Foreman).
First controller node shows following output when use chkconfig --list.

　rsync-galera:   on

What is rsync-galera? What purpose is this service?
If the node which enables the service fails, can other nodes work normally?
Do we need to enable 'rsync-galera' in other controller nodes?
