Installing the fcoe-utils package for configurations when running full offload

Issue

If the fcoe-utils package is installed with full offload we may race in the module load order. The fcoe module loads first prior to the bnx2fc module.
This has for a few customers led to FCOE disconnects with implicit logouts.

Environment

RHEL6+
Full or partial offload FCOE with the bnx2fc driver.
