Issue

I have deployed a Highly Available (HA) OpenStack cloud using the RHEL OSP Installer (rhel-osp-installer-client-0.5.7-3.el7ost.noarch). Our cloud configuration consists of three controller nodes and two compute nodes. I am using the default Neutron Networking, RabbitMQ, RHEL OSP6 on RHEL7 deployment option.
I am experiencing an issue when launching multiple instances as once. Launching an image with an instance count of 5-10 generally works fine. If I attempt to launch an image with an instance count of 10+ some instances fail to launch.
