Unable to enable versioning parameter on S3 buckets through radosgw.

Bucket versioning via S3 on a RGW running Ceph Firefly (0.80.x) or RHCS1.2.3 fails with an HTTP response "403 AccessDenied".

The rgw-access.log logs show:
"PUT /{Bucket-name}?versioning HTTP/1.1" 403 78 "-" "
