JON agent registration fails if agent with same name or address is already registered
Issue

The following error is logged:
The server has rejected the agent registration request. Cause: [org.rhq.core.clientapi.server.core.AgentRegistrationException:The agent asking for registration is trying to register the same address/port [192.168.1.1:16163] that is already registered under a different name [myserver.example.com]; if this new agent is actually the same as the original, then re-register with the same name] The agent cannot register with the server. Admin intervention needed! -
Agent registration fails

Agent reports the following error:
ERROR [RHQ Agent Registration Thread] (org.rhq.enterprise.agent.AgentMain)- {AgentMain.agent-registration-rejected}The server has rejected the agent registration request. Cause: [org.rhq.core.clientapi.server.core.AgentRegistrationException:The agent asking for registration is already registered with the name [myserver.example.com], it cannot change its name to [mynewserver.example.com]]
Environment
- Red Hat JBoss Operations Network (ON) 2.3, 2.4, 3.0, 3.1, 3.2, 3.3
- Attempting to install and register an agent
- JBoss ON server reports an agent on the agent topology view that has either the same agent name or agent bind address and agent bind port as the agent being installed
