Resolution
- Pass "-s jnp://x.y.z.w:<jndi-port>" to shutdown.sh, matching the bind address and port currently being used.

Root Cause
- When the bind address is set, JBoss no longer listens on localhost
- shutdown.sh tries to connect to JNDI port 1099 by default
Diagnostic Steps
- Determine address and port of JNDI
- Check whether they are passing a "-b x.y.z.w" option to run.sh, or otherwise setting the bind address
- Check whether they are using the ServiceBindingManager to alter ports
