High-Availability (HA) node marked as down
In our High-Availability (HA) setup, one of the nodes is marked as down
Setting HA node to NORMAL results in node being returned to DOWN status

Environment

JBoss Operations Network (JON) 3.0, 3.0.1, 3.1
Two ore more JON servers running in a High-Availability (HA) configuration
The JON server marked as DOWN is using the same value for rhq.server.high-availability.name as another server in the system
