Changes made with lpadmin may not be reflected in system-config-printer in Red Hat Enterprise Linux 4

Issue

I want to add many printing queues and it's helpful to use lpadmin command. But after I added some queues, I can see them on system-config-printer but cannot edit them. Why?
After I run lpadmin -x printer, I can still see the printer in system-config-printer
