Using AverageSystemLoadMetric can improperly cause a Load Factor of 0 on mod_cluster

Issue

We're trying to use AverageSystemLoadMetric to determine load factors with mod_cluster, but this appears to cause 0 load factors.
With a 0 load factor, no traffic is being directed to the node(s).
Does MODCLUSTER-322 is fixed in mod_cluster 1.0.10.GA_CP04/EAP 5.2.0 ?

- mod_cluster 1.0.10.GA_CP02 and earlier
