Multi-threaded java program hangs in a livelock in pthread_create()
Issue
- Multi-threaded program(java) hung up in pthread_create().
- The application creates 300-700 threads. Each threads runs an OS command (e.g. ping).

- Red Hat Enterprise Linux 5.3/5.4
- kernel-2.6.18-128.el5
- kernel-2.6.18-164.15.1.el5
