The cinder-volume-api service will not start
Issue
- The cinder-volume-api service will not start not start on one of three controller nodes
- /var/log/cinder/api.log shows the following
CRITICAL cinder [-] error: [Errno 99] Cannot assign requested address
Environment

- Pacemaker
