Application does not deploy on JBoss EAP 6

Issue

  • JBoss is not attempting to deploy our application at all.
  • We don't see the deployment scanner get deployed in server.log.
  • The number of services deployed is much lower than expected. For example, 25 services in the example below is much lower than a clean JBoss install:
INFO  [org.jboss.as] (Controller Boot Thread) JBAS015874: JBoss EAP 6.2.4.GA (AS 7.3.4.Final-redhat-1) started in 2345ms - Started 24 of 25 services (1 services are passive or on-demand)
