HostMicrosoft.perf_capture is causing the evm log file to grow

Issue

A Single CFME appliance, Two providers, 1 SCVMM with around 4 hosts and 2. VMWare with 3 hosts with the evm.log file fails to rotate and eventually take all the log partition space causing evmservice to stop abruptly.

Environment

CloudForms 3.2 (cfme 5.4.1)
MIcrosoft SCVMM 2012 R2 (powershell 4.0)
