Why creating external service doesn't get endpoints ?

Issue

I am following the instructions in https://docs.openshift.com/enterprise/3.0/dev_guide/integrating_external_services.html#external-mysql-database
I expect to get a service that points to the created endpoints. The endpoints do not contain the address and the service does not point to the endpoints.
This influences the network design for our multi-tenant setup.
