Issue

We Would like to explore options for creating a knowledge base without using change-set XML file.We are creating multiple knowledge bases based on our scenario, approximately around 400 knowledge bases. Since it is difficult to maintain 400 XML files. We would like to explore other options for creating knowledge base ?
