udev issues /dev/disk/by-path directory doesn't exist

Problem is the
/dev/disk/by-pathdirectory doesn't exist on the server. Manually ranudevadm test /sys/block/sdaand see this error'IMPORT builtin 'path_id' returned non-zero.Looks like this is a problem with ATA disks vs scsi.
