udev issues /dev/disk/by-path directory doesn't exist

Issue

Problem is the /dev/disk/by-path directory doesn't exist on the server. Manually ran udevadm test /sys/block/sda and see this error

'IMPORT builtin 'path_id' returned non-zero.  
```
Looks like this is a problem with ATA disks vs scsi.
