[RHEV] Cannot register new host after using rhevm-migration-tool with error "Failed connecting to <host_ip> using Public-Key!"

Issue

• Cannot register new host to RHEV-M after using rhevm-migration-tool to migrate from 2.2 environment.

• Getting the following error in rhevm.log:

  2012-06-12 13:01:01,489 ERROR [org.ovirt.engine.core.bll.VdsInstaller] (pool-11-thread-49) Installation of 192.168.0.15 has failed. 
  Failure details: Failed connecting to 192.168.0.15 using Public-Key! 
  Please verify that the host accepts public-key authentication. (Stage: Connecting to Host)
