How to modify limits and quota for projects in Openshift 3

Issue

• Quota and limits were defined and applied on a project after applications are deployed and running, but running application does not respect the limit
• Is it mandatory in order to define new quota and new limits to restart the application or restart openshift node ?
• How do new limits or quotas take effect?
• How do I apply constraints on compute resources?
