rgmanager not coming up after cluster shutdown/ start

Issue

rgmanager service is not starting successfully while trying to start/stop all the cluster services viz. cman, clvmd, rgmanager using a custom script.
After running the script to start all cluster services service rgmanager start command is required to be executed to start the rgmanager service.
