openswan does not accept environment variables when starting
Issue
Openswan's pluto daemon supports a few environment variables that control channel retransmission delays and counts, including:
PLUTO_EVENT_RETRANSMIT_DELAY
PLUTO_MAXIMUM_RETRANSMISSIONS
PLUTO_MAXIMUM_RETRANSMISSIONS_INITIAL
PLUTO_MAXIMUM_RETRANSMISSIONS_QUICK_R1
When setting these via export, pluto still operates under the default values.
