In Picketlink Federation the tag AuthenticatingAuthority is not recognised by the parser

Issue

• Need a Picketlink patch for the issue described in https://issues.jboss.org/browse/PLINK2-125.
• AuthenticatingAuthority is a valid tag inside AuthnContext Type (inside the AuthnStatement) but the parser is not recognizing it:
