A-MQ Feature to restore data from the journal to a certain point in time for RPO

Issue

  • We need to be able to restore the data (in KahaDB vocabulary: the "journal") to a certain point in time, with a precision of 1 second. This is required when multiple systems need to be restored to a consistent state.
  • To meet our Recovery Point Objective (RPO) we need the capability to restore AMQ state to the nearest second
