Why are newly created external (LDAP) users not visible in the user aministration page on Satellite 6?

Issue

• In Satellite 6.0 installation we use our personal LDAP users with Administrator rights.
• When a new team member with an LDAP user logs into Satellite for the first time he gets a permission denied page because of lack of authorizations but the user should be created in Satellite.
• When I'm logged in with the 'admin' account, indeed I see this users in the users page and I can grant this access.
• However when I use my personal user, which should have the same type of Administrator rights, I cannot see the user.
• I have to login as admin again to see the user and grant the rights.
