latency problem with real time spinning tasks running on isolated cpus
Issue
Some real time spinning tasks run on isolated cpus. CPU usage percentage is throttled to 95% with 5% of idle time, whereas 100% CPU usage is the expectation.

- kernel 3.10.33-rt32.52.el6rt.x86_64
