The CUPS web interface generates a 'Forbidden' error when an active job is moved in RHEL 6

Issue

• The CUPS web interface throws 'Forbidden' error when owner of job tries to move active job to another print queue on Red Hat Enterprise Linux 6.
• From CUPS web interface, when you go to Administration => Manage Printers => Select printer => Maintenance drop down menu => Pause Printer and then try moving specific job it results in a "Forbidden" error.
