Issue

The /etc/init.d/ceph init script in package ceph-0.80.5-8.el7.x86_64 does not restart the processes although it appears to be working from the messages.

Try the following:

ps -ef| awk '/ceph-osd/ {print $2}'
/etc/init.d/ceph restart osd
ps -ef| awk '/ceph-osd/ {print $2}'

Notice that the pids are identical. However, if you run 'pkill ceph-osd; /etc/init.d/ceph start' the osd processes will have new pids.
