Is SR-IOV mechanism driver support for flat networks in RHEL OpenStack Platform?

There is a known bug in Juno Neutron:
https://bugs.launchpad.net/neutron/+bug/1403626
and correction already exists. Is SR-IOV mechanism driver support with Red Hat Enterprise OpenStack?
