Does systemd on RHEL7 contains support for the CPUQuota (cpu.cfs_quota_us) to assign a CPU time quota?

Issue

We are building a rhel7 baseline and we see a problem.
In RHEL6 we use cgroups with CPUQuota (cpu.cfs_quota_us ) to limit CPU processes.
We use CPUQuota for all our management processes (cfengine / nagios / tivoli / etc.) and have just chosen CPUQuota not to disturb other processes.
When measuring after using CPUQuota the improvement was detectable.
We want to also use RHEL7 with systemd. But this is not available in RHEL7 with systemd version 208. It was introduced in systemd version 213.
