need to set max_prepared_transactions for postgresql gear

Issue

There is a value in postgresql.conf file that we need to update – max_prepared_transactions in order to support XA transactions
This is default 0 and it should be set to 100.

The 9.2 cartridge has two locations for postgresql.conf file:
conf/postgresql.conf
data/postgresql.conf

Both of these files only hold the non-default values, it’s not complete postgresql.conf files.

I tried adding an entry for max_prepared_transactions in both of these files.
After restarting postgresql server the file in the data folder is overwritten and the max_prepared_transactions entry disappears.
