Why doesn't the ssh daemon listen on the IPv6 address after system boot?

Issue

  • I have a sshd configuration to listen on IPv4 and IPv6 addresses for access from remote.
  • But, it doesn't listen on the IPv6 address after system boot. It listen on the IPv4 address only.
  • If I restart sshd daemon after boot, it can listen on both IPv4 and IPv6 addresses.
  • Why doesn't it work only after system boot.
