netgroup entry with localhost name in access.conf

Issue

A question came up during a security audit, concerning both RHEL 5 and RHEL 6. Our access.conf files have the local hostnames included:

+:root:cron
+:@netgroup1:ALL
+:@<HOSTNAME>:ALL
+:@netgroup2:ALL
+:@netgroup3:ALL
+:@netgroup4:ALL
-:bin daemon adm lp sync shutdown halt mail uucp operator games gopher ftp nobody dbus vcsa haldaemon sshd rpc ntp:ALL
-:ALL:ALL

Where <HOSTNAME> is the local hostname. Did the default RHEL installation put this here?
