Feature request to skip strict check of puppet environment for content views which are only having yum repositories.

Issue

• Creating content view which has only yum repositories Satellite creates a puppet environment for it. This nvironment is listed in Configure-->Environments. Deleting this environment then publishing content view fails with messages Puppet environment can't be blank. Request to skip this constraint when content view is only having yum repositories.
