RHEL5: The shutdown/reboot process hangs up after scroll lock turn on.
Issue
- If a user pressed scroll lock key or ctrl-s keys at active console in the past, even if a user executes shutdown/reboot command at pts/*, shutdown/reboot process cannot be finished.
