mod_cluster 404s on requests with jsessionids in the URL

Issue

• mod_cluster returns 404s to index page requests that include the jsessionid in the URL (for example, /app;jsessionid=...). We note the request works if we add a trailing slash to the request (/app/;jsessionid=...).
