Issue

rsync failed with the Error : "No space left on device (28)"

There's enough free space and free inodes in the file system but still not able to create file in that file system.

###This file system was created as an ext4 file system with a 1k blockize
# mkfs -t ext4 -b 1024 /dev/vx/dsk/testdg/testvol

If using a filesystem block less than 4KB then reformatting the filesystem to use a 4KB block size will allow for more entries per directory.
