rhel7: duplicate constraints should not be allowed by pcs
Issue
If we execute the pcs constraint ... command with exactly the same parameters more than once, the command should be rejected.
What currently happens, instead , is that this constraint appears several times with a different id. Only one constraint should be taken into account
