How to have settings automatically applied for fiber hostbusadapters, whever rports are added?

Issue

We have multiple fiber HostBusAdapter (HBA) in our system. Behind one HBA are either LUNs or tape drives. Whenever a new rport appears, certain settings like fast_io_fail_tmo and dev_loss_tmo should be applied.
