JON 3.2 agent is not auto updated when connecting to JON 3.2 Update-02 server even though agent-update.enabled is set to true

Environment
- Red Hat JBoss Operations Network (ON) 3.2.2
- JBoss ON agent from 3.2, 3.2.1
- JBoss ON agent configuration property Enable Agent Update (
rhq.agent.agent-update.enabled) is set to Yes (true) - JBoss ON agent has been restarted
