upstart fails to start vmware tools upon reboot
Issue

The upstart process fails to start vmware-tools when servers is rebooted. Manually starting vmware tools using "/etc/vmware-tools/services.sh start" starts the tools properly.

Using initctl to attempt to start vmware tools It produces the below message:
[root@localhost ~]# initctl start vmware-tools
initctl: Job failed to start
Environment
- Red Hat Enterprise Linux 6.5
- vmware version is 9.0.5.21789
