How can I run "dumpcap" command as a non-root user?

Can not run 'dumpcap' as a non-root user, while executing 'dumpcap' as a non-root user getting following error

[testuser@example ~]$ /usr/sbin/dumpcap
dumpcap: There are no interfaces on which a capture can be done
