system load is high while copying huge amounts of data to USB disk.

We have found out that our system became IO bound due to copying 43GB of data from a SAN block device with "dd" to a mounted USB disk.
My question is: how can we safely copy this amount of data without other processes being stalled? Are there any kernel parameters to influence the process priority? Is there any solution?.
