server.log doesn't rotate in JBoss Fuse Service Works

Issue

We are running on JBoss Fuse Service Works (FSW) 6.0.0, and we configure size-rotating-file-handler for server.log for JBoss EAP.
But when the size of server.log reaches rotate-size (100MB as in the example code below), sometimes the log file doesn't rotate, there is no new log file generated.
The size-rotating-file-handler configuration in standalone.xml looks like:
